Revert "ata,scsi: do not issue START STOP UNIT on resume"

This reverts commit dc3354c9 which is
commit 0a858905 upstream.

It breaks the Android ABI so revert it for now, if it is needed in the
future, it can be brought back in an ABI-safe way.
