Revert "scsi: sd: Differentiate system and runtime start/stop management"

This reverts commit 8de6d844 which is
commit 3cc2ffe5 upstream.

It breaks the Android ABI so revert it for now, if it is needed in the
future, it can be brought back in an ABI-safe way.
