Revert "bpf, sockmap: Fix missing BPF_F_INGRESS flag when using apply_bytes"

This reverts commit 6105ed35 which is
commit a351d608 upstream.

It breaks the current Android ABI.  If this is needed on any systems, it
can be brought back in the future in an ABI-safe way.
