Revert "xhci: Prevent infinite loop in transaction errors recovery for streams"

This reverts commit 4d640eb1 which is
commit a1575120 upstream.

It breaks the current Android ABI.  If this is needed on any systems, it
can be brought back in the future in an ABI-safe way.
