Revert "PCI: Work around Intel I210 ROM BAR overlap defect"

This reverts commit 25f6c4c4 which is
commit 500b55b0 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
