Revert "PCI/ASPM: Make Intel DG2 L1 acceptable latency unlimited"

This reverts commit ecbe3ca2 which is
commit 03038d84 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
