ANDROID: sched: Re-apply patch to export a few scheduler symbols for vendor modules

This reverts commit 221ab146 which
partially reverted commit 5695c1ea.
Essentially, leading to restore of original commit.

Since, the NUMA statistics code has been reverted, CONFIG_NUMA_BALANCING
is not needed around migrate_swap function anymore.
