Reapply "neighbour: fix neigh_dump_info() return value" 



This reverts commit 1aa158e1.

Lets bring back this upstream commit as the revert creates merge
conflicts. Instead, lets attempt to fix or at least disable the
offending vts_kernel_net_tests.
