soc: qcom: ipa: configure route tables in ipa_route_init()

Move calls to ipa_route_ipv4_config() and ipa_route_ipv6_config()
into ipa_route_init().  Move calls to ipa_filter_ipv4_config() and
ipa_filter_ipv6_config() into ipa_filter_init().
