soc: qcom: ipa: rename ipa_init_rt4()

Rename ipa_init_rt4() to be ipa_route_ipv4_config().  This follows
the improved naming convention, including using "config" rather than
"init" for something that needs no inverse.  Do the same for
ipa_init_flt4(), ipa_init_rt6(), and ipa_init_flt6().
