Revert "msm: pil-q6v4: Increase PROXY_VOTE_TIMEOUT to 40 seconds."

This reverts commit 4417526a.

Due to faster modem authentication and boot times, 10 seconds is once
again more than long enough to allow the modem to assert its own
resource votes before the proxy votes are removed.
