msm: pil-q6v4: Increase PROXY_VOTE_TIMEOUT to 40 seconds. 



Give the modem some more time to assert its own votes for CXO by
increasing the timeout from 10 to 40 seconds. Future optimization
may allow for a decreased value, but this safe value is chosen for
now.
