Fix BLE handover failure issue

Patch 350d1890 causes an issue that BLE handover fail
if handover started when Bluetooth is disabled.
Because complete() never be called until timeout.
Then BT will be disabled when timeout occur even it succeeded.

So this patch restore some part of 350d1890.
