vndk-def: Add VNDK_VER suffix to eligible-list-master.csv

This commit adds ${VNDK_VER} suffix to VNDK/VNDK-SP directories in the
eligible-list-master.csv.

Test: Run vndk_definition_tool.py on latest build and versioned
