msm: msm8916: camera: Change torch op current.

Currently, torch mode current and flash mode
current are set to the same value which turns
off after short time.

Maintaining same current for torch mode will
cause the LED to turn off which is not desired.
So fix this by setting the current
for torch mode to a lower value so that it
does not turn off after short time.
