power: qpnp-linear-charger: Add DT node to disable linear charger

Do not depend on the CHG_OPTION register to disable the charger. Use
a DT property for the same. Also, do the following while disabling
the charger -

1. Use battery-ID for battery-presence-detection (BPD)
2. Disable Battery-temperature-control (BTC)
