ARM: dts: msm: Do emergency mitigation for all CPUs in MSM8939 



For 8939, update the KTM configuration to do emergency
mitigation for all the CPUs. The emergency mitigation
will mitigate the CPU frequency and hotplug all CPUs
except the last one.
