soc: qcom: smd: Panic if invalid packet is recevied 



In case an invalid packet is received on a SMD edge that is not
configured to trigger SSR, the current code doesn't handle the scenario.

Trigger a panic if invalid packet is received on a SMD edge on which SSR
cannot be triggered.
