Revert "bpf, cgroup: Assign cgroup in cgroup_sk_alloc when called from interrupt"

This reverts commit 06e7be69 which is
commit 78cc316e upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
