Revert "sched/deadline: Move bandwidth accounting into {en,de}queue_dl_entity"

This reverts commit 01ecd269 which is
commit 2f7a0f58 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
