selftests/bpf: Skip timer cases when bpf_timer is not supported

When enable CONFIG_PREEMPT_RT, verifier will reject bpf_timer with
returning -EOPNOTSUPP.

Therefore, skip test cases when errno is EOPNOTSUPP.
