Revert "usb: dwc3: core: Enable GUCTL1 bit 10 for fixing termination error after resume bug"

This reverts commit 1ac06676 which is
commit 63d7f981 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
