Revert "usb: dwc3: core: Fix system suspend on TI AM62 platforms"

This reverts commit 85ca88f9 which is
commit 705e3ce3 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
