ANDROID: GKI: x86: Enable irqchip for gpiolib 



The gpiolib is used by Intel pinctrl drivers to handle IRQs thus irqchip
support is required. The `gpiochip_irq_xxx` sybmols are used directly by
`pinctrl-cherryview.ko` and generic `pinctrl-intel.ko`. Most of the rest
pinctrl drivers relies on generic `pinctrl-intel.ko`.
