Revert "sched/psi: Use task->psi_flags to clear in CPU migration" 



This reverts commit b3a5ff8c which is
commit 52b33d87 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
