ANDROID: mm: Removing memhealth driver 



The mark_victim tracepoint is being updated with new fields (uid, comm,
and oom_score_adj). These new fields make it easier, for userspace, to
correlate the OOM event with the specific process, and also making this
out-of-tree driver obsolete.
