Reapply "PCI: Allow PCI bridges to go to D3Hot on all non-x86"

This reverts commit 562adcda.

Upstream commit [1] enabled PCIe ports into D3 for all !x86 archs,
causing pixel PCIe drivers to crash. The pixel drivers were fixed by
setting pcie_port_pm=off. Reapply the upstream patch.
