ANDROID: GKI: enable CONFIG_TCP_CONG_BBR 



Enable support for BBR (Bottleneck Bandwidth and RTT) TCP congestion
control algorithm, which maximizes network utilization under certain
scenarios. Note this still maintains CUBIC as the default algorithm.
