ANDROID: GKI: cfg/mac 80211 as vendor modules 



Convert cfg80211.ko and mac80211.ko as vendor modules to
pave a way for merging 802.11be Wi-Fi 7 functionalities
from upstream over the next year without affecting the KMI.
