ANDROID: sched/pelt: export ___update_load_[sum|avg] 



[Partial revert of commit 8c09081f]

These symbols are used as part of the pixel scheduler vendor hook
driver. They were removed in commit 8c09081f as part of removing
unused vendor hooks.
