Revert "PCI/ERR: Cache RCEC EA Capability offset in pci_init_capabilities()"

This reverts commit 1f5ea9e3 which is
commit 90655631 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
