HID: intel-thc-hid: intel-thc: Add THC LTR interfaces

THC supports LTR configuration and runtimely mode switching. There
are two LTR modes: Active LTR and Low Power LTR.

THC hardware layer provides APIs for LTR configuration and mode
switching.
