tools headers: Sync uapi/linux/prctl.h with the kernel source

To pick up the changes in this cset:

  b1fabef3 prctl: Introduce PR_MTE_STORE_ONLY
  a2fc422e syscall_user_dispatch: Add PR_SYS_DISPATCH_INCLUSIVE_ON

This addresses these perf build warnings:

  Warning: Kernel ABI header differences:
    diff -u tools/perf/trace/beauty/include/uapi/linux/prctl.h include/uapi/linux/prctl.h
