Revert "audit: log AUDIT_TIME_* records only from rules"

This reverts commit a137f93a which is
commit 272ceeae upstream.

It breaks the ABI in the android tree and is not needed for any Android
audit trails, so revert it for now.  If it needs to come back, it can be
added in an abi-stable manner.
