Revert "usb: dwc3: core: Fix system suspend on TI AM62 platforms"

This reverts commit 705e3ce3. This
causes an issue with dwc3 devices that enable runtime PM. The issue was
reported upstream in [1] and the proposed fix can be found in [2].
