Revert "PM: runtime: Simplify pm_runtime_get_if_active() usage"

This reverts commit ac2e62ca which is
commit c0ef3df8 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
