ANDROID: signal: Add vendor hook for memory reaping 



Since commit 3bcdb496 ("ANDROID: signal: Add vendor hook
for memory reaping"), but *current* does not need.  Add another
hook here to determine killed process need be reaped.
(e.g. get_mm_counter)
