ANDROID: serial: msm_geni_serial_earlycon: Add Earlycon support 



Add earlycon support to the GENI based UART hardware controller for
the Qualcomm SOCs.

Reason: Bringup
Bug: 144074026
Test: Earlyconsole logs are fine and switch to kernel console is fine.
