riscv: add ISA extension parsing for bfloat16 ISA extension

Add parsing for Zfbmin, Zvfbfmin, Zvfbfwma ISA extension which
were ratified in 4dc23d62 ("Added Chapter title to BF16") of
the riscv-isa-manual.
