ANDROID: irqchip: Kconfig: Remove superfluous 'depends on QCOM_SCM || !QCOM_SCM'

This change was applied to one of the release kernels to solve an
issue with SPI type setting in Qualcomm PDC.  The SPI type setting
adaptions never made it upstream and thus into android-mainline, so
the change can be dropped.
