Revert "Revert "usb: xhci: remove option to change a default ring's TRB cycle bit""

This reverts commit cbfd3c7d which is
commit 9b28ef1e upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
