ANDROID: Add extcon.h and dwc3/core.h to aarch64 allowlist 



Export the headers in all_headers_allowlist_aarch64, for display/samsung
drivers to use.

Bug: 343869732
Test: Verified the display/samsung ddk modules are able to include the
header.
