Revert "usb: dwc3: core: update LC timer as per USB Spec V3.2"

This reverts commit 8a30bee7 which is
commit 9149c9b0 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
