ANDROID: Drop CONFIG_UAPI_HEADER_TEST.

These tests no longer works with the bionic headers in NDK r27. Headers
need to be sanitized before being compiled against bionic sysroot.

This test also introduces additional maintenance cost due to the large
NDK project checked into the tree.

Dropping it for good.
