Revert "xhci: track port suspend state correctly in unsuccessful resume cases"

This reverts commit 6538b6d1 which is
commit d7cdfc31 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
