ANDROID: KVM: arm64: Separate functions for shadow vm and vcpu init 



Facilitates future patches that move the initialization of the
shadow vcpu to a separate hyp call.

Removed unused parameter (vcpu_array/pgd) from
init_shadow_structs().

No functional change intended.
