Revert "ANDROID: GKI: Don't compact data structures when CONFIG_ZSMALLOC=n"

This reverts commit 5a364f0a.

CONFIG_ZSMALLOC is already being selected via CONFIG_ZRAM=m, so we don't
need this work-around in ACK. Since it causes merge issues, remove it.
