Revert "mm/hugetlb_cgroup: convert hugetlb_cgroup_from_page() to folios"

This reverts commit fc50e09b which is
commit f074732d upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
