Revert "hrtimers: Push pending hrtimers away from outgoing CPU earlier"

This reverts commit 6fcbcc6c which is
commit 5c0930cc upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
