ANDROID: x86_64: [TEMP] Add INTEL_PMT_TELEMETRY & INTEL_VSEC configs 



pmc_core within debugfs includes information useful for
debugging power and power states on Intel platforms.
Add it to android-x86_64_defconfig.

TEST: /d/pmc_core should be non-empty
